VESTRY‘S CHARTER TO ST. CHAD’S BUILDING COMMITTEE As
understood and clarified by Father Brian Winter, Bernice Dicks, and Bob Gough,
17 April St.
Chad’s Vestry is establishing The Building Committee as a follow-up to
recommendations of The Building Feasibility Committee (BFC).
The BFC found that the current growth trend at St. Chad’s is
sustainable if St. Chad’s is proactive in accommodating that growth in
physical facilities, in active integration of newcomers and in intentional
maintenance of St. Chad’s character and identity.
The Building Committee will include a Chairperson appointed by the Vestry
and members selected by the Chairperson in consultation with the Rector and
approved by the Vestry1.
The committee is to engage in a comprehensive process to discern God’s will
for the expansion of our facilities and is charged with creating and
implementing a plan of action for accommodating and supporting the growth of St.
Chad’s as we move forward in our ministry to seek and serve Christ in all
people. With
these goals as a platform, St. Chad’s Vestry sets forth the following Charter
for the Building Committee.

The Building
Committee will plan an expansion program for St. Chad’s to provide facilities
to seat about 250 worshippers, an appropriately sized parish hall, kitchen,
classroom and office facilities, and parking.
This committee will define the tasks to be performed by the Building
Committee taking into account such resources as “A Congregational Planning
Process” booklet published by the Episcopal Church Building Fund and the
Report to the Congregation by the Building Feasibility Committee.
Subcommittees, permanent or task-specific, may be established by the BC
chair as needed.

Engage a
design professional to assist the committee in developing an architectural
program that defines the space needs for each activity to be accommodated in the
building program2.
Consult with the leader of each Parish Program that has space needs, including
the Worship Committee, the Christian Education Committee, the Fellowship
Committee, the Rector, and the Wardens as it develops this program. Also consult
with outside organizations that regularly use the building, i.e. Family
Preschool, Boy Scouts and others as deemed appropriate. Present the program to
the Vestry for approval.

Using the
work done by the recent Search Committee as a foundation, engage the Vestry and
Congregation in a process of discernment to confirm or modify the mission of St.
Chad’s parish, ascertain its implications for needed facilities, and
incorporate those facilities needs in the architectural program discussed above.

Present a
preliminary design solution and associated preliminary cost estimates to the
Vestry and recommend a plan of implementation for vestry approval.

Plan and
conduct a fund-raising campaign, with assistance of professionals if deemed
necessary, and, based on the results, present a plan for financing the project
for Vestry approval.

Oversee
final design, select the builder and oversee construction of the selected design
solution and implementation of the financing plan.

The Building
Committee Chair should report progress to the Vestry on a regular basis.
·
Actively
plan for involving parishioners and keeping them well informed so that this
process becomes an opportunity for spiritual growth for the congregation as a
whole.
Operating
clarifications and understandings: 1.
Vestry may designate a couple members of the Building Committee – e.g, to
assure some balance in areas such as age, gender, new parishioners, desired
skill sets, etc – but does not intend to rule on each BC member invited by the
BC Chair to serve. 2.
BC will discuss and decide what kinds of outside professional expertise should
be engaged, and at what point in the process of the Building Program.
At a minimum, and at the appropriate point(s), an architect and builder
(or design/build) professionals will have to be engaged.
In addition, expertise in preliminary determination of space and facility
needs may be sought by the BC, as may advice on the feasibility of expanding the
current worship space, as the BC deems appropriate.
In hiring outside assistance, careful stewardship of limited Building
Fund monies will be a key consideration, as well as the availability of
requisite skills internally within the BC to meet the need. 3.
Responsibility and accountability for administering the Building Fund – e.g.,
budgeting, approval for disbursements, etc – will rest with the BC, subject to
a separate audit to be conducted for the Vestry. 4.
The BC is entrusted with the responsibility for planning and carrying out St
Chad’s Building Program, with direct oversight provided by the Vestry.
Some important substantive matters will be taken by the BC to the Vestry
and, in a few cases, Congregation for explicit, documented approval.
Planning and procedural approvals mentioned above in this Charter are
envisaged as rather informal, complementing the main avenue of continuous
reporting to and elicitation of suggestions from the Vestry by the BC.
